Cindy Breor
SoCal Regional Policy Co-Director

Cindy Breor knows what it means to fight for someone you love - and to fight for a system that should be fighting for them. With 13 years of healthcare operations and systems improvement experience at large healthcare organizations, and an MBA grounding her approach, Cindy has spent her career creating clarity in complex systems.

Cindy knows that siloed institutions and broken processes don't just create inefficiency - they allow people to fall through the cracks. That professional conviction is deeply personal: as the caregiver of a close family member living with severe mental illness, Cindy has navigated psychiatric hospitalizations, crisis holds, and Care Court challenges firsthand. She understands what it costs when the system fails and, what it takes to keep showing up anyway, even when your heart is breaking.

Her lived experience also led her to found Crisis Care Compass, a caregiver documentation tool designed to ensure families can advocate with clarity, not chaos. Because stigma has kept families in the shadows for too long and it is time to change that.

As a Regional Co-Director, Cindy will:

⚖️ Advance Policy Reform: Driving SMI legislation and accountability across Southern California's legislative and judicial landscape.

🏥 Break Down Silos: Connecting healthcare, court systems, and community care where the gaps are greatest.

📣 Elevate Family Voices: Ensuring that lived experience is centered - not sidelined - in every policy conversation.
