Enforcing Medical Accountability in California

The California Chapter of the National Shattering Silence Coalition (NSSC) is a rapidly expanding legislative force within our 31-State Alliance. Directed by State Policy Director Jacqueline Janssen alongside Southern California Regional Policy Co-Directors Cindy Breor and June Dudas, our coalition is mobilizing to mandate a new era of Medical Accountability across all 58 counties.

We established our unified California leadership structure to scale a singular mission: dismantling the state’s catastrophic Standard of Neglect. By weaponizing ground-truth evidence, leveraging the proven Marin Model of family partnership, and fighting for structural legislative guardrails like SB 1016, our directors are actively turning family heartbreak into enforceable state mandates.

Our rapidly growing membership represents an unyielding coalition of families, peers, and clinical professionals who have survived the failures of California’s emergency departments, CARE Courts, and forensic systems. We bring the forensic clarity and strategic urgency required to end the criminalization of no-fault brain disease and guarantee that continuous medical treatment is the default response for Serious Mental Illness in the Golden State.

A UC Berkeley graduate and former County Mental Health Commissioner, Jacqueline leverages decades of policy insight to reform California's mental health system. As author of Every Homeless Person Has a Mother, she is a leading advocate for clinical accountability and the inclusion of families in the treatment process.

Cindy leverages an MBA framework and 13 years of enterprise healthcare operations and systems improvement experience to dismantle bureaucratic barriers. As a veteran family caregiver who has navigated acute psychiatric crises, her mission is focused on driving policy accountability, breaking institutional silos, and elevating family voices within California’s legislative and judicial landscape.

Driven by 50 years of lived experience supporting family members through severe mental illness, anosognosia, and systemic entanglement, she actively shapes regional policy through local working groups, county advisory panels on conservatorship reform, and targeted legislative alerts.
